Project Overview: The Consultant has overall responsibility for the development of the Human Resources analytics, metrics, workforce reporting and associated policies, processes and procedures.   The Consultant will be expected to provide detailed analysis and will play a central role in supporting HR Business Partners and management.  The Consultant will be assigned in either Vacaville or Sacramento and will report directly to the Sr. Manager of Technology, Analytics, and Budget & Audit within the Corporate HR Department.   HR ANALYTICS MANAGER Project Scope The Consultant has overall responsibility for the development of the Human Resources analytics, metrics, workforce reporting and associated policies, processes and procedures.   The Consultant will be expected to provide detailed analysis and will play a central role in supporting HR Business Partners and management.  The Consultant will be assigned in either Vacaville or Sacramento and will report directly to the Sr. Manager of Technology, Analytics, and Budget & Audit within the Corporate HR Department. Principal Duties/Responsibilities Supports development of actionable, proactive metrics that drive forecasting capabilities and strategic insights as well as identification of ways to continuously improve quality and efficiency of HR reporting. Manages a team of analysts responsible for performing workforce analytics, aggregating monthly management information reports and providing other ad-hoc analytics & reporting Partners closely with HR Technology and IT to build the required system functionality to collect, analyze and present data as well as the design of HR data integrations and strategic level reporting solutions Champion HR’s reporting strategy; including metrics & analytics, and HR’s data governance best practices. Identify, compile and deliver required metrics by proactively managing multiple data sources. This will require in-depth understanding of the Oracle HR, Case Management System, Applicant tracking system, building queries to extract data, ad-hoc reporting and ensuring data are complete and accurate, and creating aggregated dashboards Serves as subject matter expert (SME) for HR Analytics Team Provide coaching and training on use and interpretation of metrics to direct staff and internal clients Additional Duties & Responsibilities: Conducts business at all times with the highest standards of personal, professional and ethical conduct. Provides leadership and direction and assist in the investigation and resolution of internal and external problems and concerns. Manages, oversees and/or delivers training and ensures all assigned staff are aware of and comply with organization and government regulations, policies, work procedures, instructions and deadlines. Serves as Liaison between internal and external clients to understand their requirements and goals and to provide mutually beneficial solutions. Participates in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, policies, and regulatory guidelines. Ensures all safety precautions are followed while performing the work. Performs any range of special projects, tasks and other related duties as assigned. Travel will be required Skills/Knowledge/Experience Up to date knowledge and experience of best practice in reporting, metrics and analytics Strong presentation skills to distill and present actionable information Ability in demonstrating incredible partnership and influencing skills Effectively getting work done through direct staff by being a trusted leader Experience working in high-growth, performance focused environments Ability to work autonomously and lead projects in fast paced environment Be strategically focused and results oriented on the right actions Must be PC literate with advanced knowledge of Microsoft Office packages such as Word, Excel, PowerPoint, Visio Critical Thinking/Analysis Ability to exercise creative and critical thinking in evaluating situations and developing solutions Adept in using data to tell a compelling story and drive operational change Ability to synthesize large amounts of data and identify key trends Ability to quickly establish trust with colleagues, stakeholders and project team members Maintain the highest degree of confidentiality at all times in all aspects of the role Recognize when risks are becoming issues and escalate through appropriate channels Maintain and build effective working relationships with a network of contacts amongst theHR community and the organization
