At ManTech International Corporation, you will help protect our national security while working on innovative projects that offer opportunities for advancement. The contractor shall provide technical and analytical support to the Government FDO and various JSF IPTs at the JSFPO in Arlington, VA; Edwards AFB; and PAX River, MD. The contractor shall perform the following foreign disclosure analysis services to include, but not limited to, the following: Assist with the development of DDLs and Information Exchange Guides (IEGs). Assist with monthly updates to country-specific Project Security Instructions (PSI), TA/CPs, and Cooperative Program Personnel (CPP) SOPs. Coordinate daily review of unclassified and classified material proposed for foreign release and provide recommendations to the Government FDO. Review information for public release and coordinate with the JSF Public Affairs Officer (PAO). The contractor shall monitor unclassified Government systems (i.e. unclassified JVE) to ensure program personnel are correctly performing unclassified releases of information to foreign nationals and mark the released information in accordance with program policy. The contractor shall perform foreign disclosure auditing support on-site at the Government&s facilities in Arlington, VA, Edwards AFB, CA and PAX River, MD. The contractor shall perform the following foreign disclosure auditing services to include, but not limited to, the following: Audit a minimum of ten (10) percent of the documents created each month. The contractor shall randomly select documents from the JSF electronic document library to audit. Review the documents to ensure they are marked appropriately and do not contain any non-releasable information in accordance with current DDLs. Electronically document the audit findings in the JSF Security database. The contractor shall submit a monthly report to the JSF Director of Security of audit results for the month including percentage reviewed, compilation of issues found, and authors of documents with issues The contractor shall perform foreign visit security support on-site at the Government&s facilities at Edwards AFB, CA; Patuxent (Pax) River, MD; and Arlington, VA. Support may include CONUS travel to Eglin AFB, FL and Fort Worth, TX. The contractor shall provide foreign visit support to include, but not limited to, the following: Monitor international visits through the Government&s Foreign Visit System. Historically, averages of twenty (20) visit requests are received on a daily basis. Validate foreign national travel within the U.S. The contractor shall review the traveler&s travel plans and recommend approval/disapproval. Coordinate, review and validate foreign visits between JSF sites (Edwards AFB, CA; Pax River, MD; China Lake, CA; Point Mugu, CA; Wright Patterson AFB, OH; and Eglin AFB, FL) and JSF contractor sites. The contractor shall work closely with the security education and training POC(s) to research, prepare, and present material for foreign disclosure security education and training. The contractor shall perform foreign disclosure training support services on-site Arlington, VA; Edwards AFB, CA; and Pax River, MD. CONUS travel in support of this subtask may be required to Wright Patterson AFB, OH; Eglin AFB, FL: Ft. Worth, TX; and China Lake and Pt. Mugu, CA.The contractor shall provide the following foreign disclosure training to include, but not limited to, the following: Develop and update foreign disclosure training. Training may vary including computer based and PowerPoint slides. Annual refresher disclosure training shall be computer based and periodic disclosure training may be electronic or face-to-face. Deliver annual refresher training to program personnel on the release of unclassified material to foreign nationals. The contractor shall deliver the training to all sites on an annual basis. Develop training aids when DDLs change ensuring all personnel are informed of any new disclosure guidance. Electronically document foreign disclosure training. The contractor shall provide foreign disclosure support services at the JSF field site Pax River or Edwards AFB. JSF Foreign Disclosure support may increase over the life of the TO as the JSF Program grows and as international participants are added to the program. Position Requirements: Possess a BA/BS degree and five (5) years experience in international programs and/or foreign disclosure in major acquisition programs.• If no BA/BS, possess a minimum of twelve (12) years experience in international programs and/or foreign disclosure in major acquisition programs.• Possess knowledge of aircraft programs and systems.Security Requirements: US citizenship and an active Secret clearance and must be eligible to obtain a Top Secret clearance.
