Group: MSSClearance Level Needed: NoneShift: Category: Scientific / AnalyticalOur customer, Department of Energy, EERE, Solar Energy Technologies Office, has an opportunity for a Sr. Program Associate. The successful applicant will serve as a Sr. Program Associate on the Soft Costs team. The Soft Costs team leads SunShot&s deployment programs including state & local outreach, information & data assets, finance, business models, permitting, installation, workforce & training, policy and regulatory programs Skills/Knowledge: • Knowledge of solar energy, renewable energy, and energy efficiency technologies, and market opportunities and barriers related to their use. • Knowledge of solar markets, policies, and technologies, cost and non-cost barriers to solar scale-up, grid integration and siting challenges, and solar financing and policy options.• Utility, regulatory, and/or industry knowledge/background. • Experience with energy markets and policy analysis, modeling, and spreadsheet analysis. Tasks • Gathering and synthesizing data on a wide-range of solar energy related topics (technology, policy and market trends).• Summarizing important reports/industry developments for SETO management to help inform decision making • Reviewing SETO&s historical investments/specific FOAs during past decade to help draw insights on best practices.• Writing clear, detailed reports and presentation materials on solar related issues to inform solar R&D directions and policy making• Analyses of specific solar technology related regulations and policies (local, state and federal levels)• Supports the development and execution of new funding opportunities via stakeholder engagement, RFIs, and background analysis. Supports funding opportunity activities including merit review and award management. Develops actions to conduct the programs or projects, including technical direction, and resolution of technical, legal and management problems. Implement programs that employ active program management, impact based metrics and performance based payments to bring new accountability to grants and cooperative agreements. Works with federal staff to take action to alleviate problems, correct deficiencies, redirect activities or establish new methods and techniques to do same. • Works with DOE HQ, Golden office, contractors and fellows on a day to day basis to manage and support SunShot programs and projects• Supports the active program management and monitoring of National Lab agreements with the Soft Cost team. • Ensures Program compliance with the Funding Opportunity Announcement (FOA) process.• Evaluates procedures and policies for process improvement and sound business practice with goals of timeliness, maximum customer service, and efficient use of resources.
