Job SummaryThe Manager, Community Engagement is responsible for working closely with the AVP or Director, Community Engagement to develop and execute the enrollment growth strategy for their specific area, while also being accountable to achieve their assigned membership growth targets. This position is accountable for achieving all established goals with the primary responsibility of improving the plans overall "choice" rate. In addition, this position will work collaboratively with other key departments to increase the Medicaid and CHIP assignment percentage for Molina. This position is responsible for all aspects of day-to-day operations and management of their team members which includes: hiring, training, developing, coaching and mentoring. The incumbent must create and regularly review team performance metrics or "scorecards" and reports, to ensure teams performance contributes to overall enrollment growth, while providing clear direction and intermittent steps to achieve success, and ensuring that any behaviors/activities that do not contribute to enrollment growth are removed. Essential FunctionsDuties and Responsibilities (List all essential duties and responsibilities in order of importance)* Directs, plans, delegates and manages department budget and staff including:o Hire, promote, demote, reclassify or terminate employees.o Write and conduct performance coaching sessions and disciplinary action plans.o Make salary decisions (pay increases or new hire offers).o Create training and employee development plans.o Handle all departmental employee relations issues.* Contributes to the development, implementation, and evaluation of the enrollment growth plan for their assigned territory, plans enrollment activities to promote membership growth.* Collaborates with the local Medicare/SNP sales team to identify growth opportunities focused on key providers and Community Based Organizations.* Demonstrates throrough understanding of Molina's product lines, Medicaid, CHIP, Medicare SNP, Marketplace, MMP, etc..* Identify "like minded" entities within the community, create mutually beneficial, long term partnerships resulting in profitable membership growth.* Leads team in the development of CBO, FBO, SBO, BBO relationships and how to move them through the "enrollment " pipeline.* Schedules and leads Quarterly Community Advisory Council meetings, which are mandated by the state.* Works with Provider Services to develop appropriate strategy with targeted providers, CHCs, FQHCs, etc.* Personally participates in meetings with key partners.* Directs the coordination of developing and proper approval by the State /Federal guidelines for all marketing and promotional materials for all product lines.* Coordinates/approves all enrollment events for their direct reports and manages Advocate, Community Engagement team members to ensure proper coverage.* Performs regular ride-alongs, coaching, trainings and inspires team.* Holds regular team meetings to share strategy and assess current performance, establish structure for upcoming week.* Analyzes teams enrollment and other performance metrics regularly, coaches, recognizes or improves performance where needed.* Demonstrates motivational skills to support enrollment growth and daily interactions with members to increase effective staff performance. * Participates as a team player by demonstrating support to peers, management and other department's goals.* Attends meetings and training sessions as scheduled. Assists with training of new employees as needed.* Participates and coordinates events with all local Community Based Organizations (CBO's) and Faith Based Organizations (FBO's) in an effort to increase membership growth for assigned territory.* Accountable for the proper use and distribution of department budget, ensures all expenditure of funds are properly accounted for and all Molina financial policies are strictly adhered to.NON-ESSENTIAL FUNCTIONSList other duties which are of secondary importance and marginal to the position's purpose.* Other duties as assigned.Knowledge/Skills/Abilities* Computer Literacy (Microsoft Office Products).* Interpersonal communication skills.* Excellent verbal and written communication skills (including experience with preparing and presenting formal presentations).* Organizational skills.* Problem solving skills.* Analytical ability.* Negotiation skills.* High comfort level working with and influencing elected officials.* Outstanding public speaking and presentation skills.* Knowledge of applicable State, Federal and third party regulations.* Thurough understanding of Molina's product lines, Medicaid, CHIP, Marketplace, Medicare SNP and MMP.* Ability to abide by Molina's policies.* Maintain regular attendance based on agreed-upon schedule.* Maintain confidentiality and comply with Health Insurance Portability and Accountability Act.* Ability to establish and maintain positive and effective work relationships with coworkers, clients, members, providers and customers (HIPAA).Required Education: Bachelor's degree or equivalent experience.Required Experience: * 5-10 years' experience in community relations or health care related activities. Excellent organizing resources and establishing priority skills, knowledge of advertising requirements pertaining to the Medicaid and Medicare media campaigns. * 3 years Managed-Care, Medicaid experience. * Prior demonstrated work experience in a Supervisory capacity, coupled with excellent motivational skills.* Experience in negotiation, sales or marketing techniques.Required Licensure/Certification: N/APreferred Education:Bachelor's Degree in Marketing or Healthcare Administration. Preferred Experience:* Previous healthcare enrollment, marketing and/or sales experience a plus.* Fluency in a second language highly desirable.* Prior demonstrated work experience functioning as a Manager.
